The millage vote to fund the construction of the old Town Hall, which was located at the corner of Branch Street and West St. Clair, occurred on April 16, 1883. The borrowing of $2,000 was to be paid back in no more than five years at an interest rate not to exceed 7%. The vote was 62 votes for and 7 against.
